The direct link to ActiveSync 4.0 is now available at Microsoft.com here.
You shouldn’t really need this version unless you’re using a Windows Mobile 5.0 device though.

“It’s marked as a developer preview but it is version 4.0 (It seems the same as the one released to developers the other day) Neowin just posted a news story with the link and they believed it was final.”
